162718 Council Jobs Threatened

GMB TRACK 162,718 POSTS UNDER THREAT AT 290 AUTHORITIES IN BRITAIN DUE TO GOVERNMENT SPENDING CUTS

 

Many of the post holders have already taken voluntary redundancy and frozen posts have not been filled which is why unemployment will carry on rising says GMB

 

GMB's latest list shows that a total of 162,718 posts are under threat of being made redundant at 290 councils and authorities across Britain. In nearly all of these councils a 90 day statutory consultation period is underway on how to deal with these job losses. Most councils have given notice that they plan to delete vacant posts and seek volunteers for early retirements and redundancy. See Notes to Editors for posts under threat by authorities by region.

Under the Trades Union and Labour Relations(Consolidation) Act 1992 employers are required to give the Secretary of State for Business, Innovation and Skills an advance(HR1) notification of potential redundancies and to send copies to recognized trades unions. Section 6 of the HR1 form sets out the number of possible redundancies and the date on the form triggers the 90 day consultation period. The information below on the levels of posts under threat is mainly drawn from this source. Where possible GMB officers are seeking to establish the difference between the number of posts that will be in a council in April 2014 compared with number of posts in summer 2010. Section 4 deals with timing of redundancies and the most common date on the HR1 forms is 31 March 2011. Many volunteers for redundancy have already left their employment.

There are a total of 353 councils in England, 22 in Wales and 32 in Scotland. There are 104 other authorities including national parks, police, fire and waste. For a total of 220 plus authorities GMB has not yet established the number of posts under threat. GMB is waiting for information from 130 smaller shire district councils in England, from 16 larger councils in England (8 London Boroughs, 2 Met Boroughs, 1 Shire Counties and 5 Unitary Authorities), 13 councils in Scotland,18 in Wales and 43 plus other authorities.

 Since the GMB press release of 2nd February listing 261 councils another 29 councils and authorities have been added to the list. In addition there have been some changes to the number of redundancies already announced in councils previously listed. The figures do not include the thousands of public sector jobs planned to be transferred to the private sector.

Paul Kenny, GMB General Secretary, said "The government is deliberately creating unemployment on a scale that we have not seen before. The government spending plans not only threatens these 162,718 council posts in 290 councils and job losses in the rest of the public sector but there are additional job losses in the voluntary "Big Society" sector funded by public sector grants and in the outsourced private sector.

Many of the post holders have already taken voluntary redundancy and frozen posts have not been filled which is why unemployment will carry on rising.

Frontline services for the most vulnerable people in our society are being affected by cuts of this scale. The impact for those who depend on these services will be devastating. Some services like meals on wheels in some authorities are now only available to those at deaths door.

The private sector is not going to create enough new jobs to make up for these public sector job losses. The private sector knows that people in work have less real purchasing power because of the hike in VAT, high fuel and other prices as pay is not keeping up with inflation. Pay freezes in the public sector and the threatened increase in pension contributions for public sector workers will make matters worse.

The coalition government is taking an almighty gamble will the economy. It is not possible to deflate your way to growth and a balanced budget."
