DOOR SUPERVISOR – UPDATE ON NEGOTIATIONS

This is an attempt to provide a timeline and update on the status of negotiations on the Door Supervisor licence issue ahead of our next meeting this Wednesday.
To recap.
PRE-OCTOBER 2025
DWP and Mitie reached agreement on the introduction of a new door supervisor licenced role/payment during contract talks.
GMB raised concerns from members about needing a door supervisor licence on transfer – Mitie reassures members they don’t but does not advise GMB that they planned to make an enhanced payment for door supervisor licence holders.
NOVEMBER
After GMB learned of the payments in early November, GMB received conflicting reports of what had happened with Mitie ultimately claiming a local management mistake.
Mitie did not submit a ‘proposal’ to start negotiations with GMB on the new role/payment, and did not seek a meeting on the issue until we had raised a national dispute.
GMB only received a ‘proposal’ for the door supervisor licence payment in February – please see below.
JANUARY 2026
On January 20th GMB reps conducted its own analysis of a potential new door supervisor licenced role however it was obvious that the proposed door supervisor role was basically the same as the existing role.
On January 21st GMB and Mitie met and after reviewing GMB’s analysis agreed that a new role door supervisor could not be created, Mitie proposed a potential ‘enhanced role’, similar to previous G4S proposals, which GMB supported in-principle – Mitie agreed to take this to DWP.
FEBRUARY
In a meeting on February 16th and in a subsequent email on the 18th Mitie advised that following further discussions with DWP, they detailed a ‘proposal’ for door supervisor licences payments, not payments for a new role, and a training program, however it also advised that DWP was threatening to pull funding for the door supervisor licencing (Oct 2025-April 2026) because we had not reached agreement.
Mitie’s ‘proposal’ had a number of details that were inaccurate and raised serious questions, some of which GMB discussed at our online member’s meeting on 18th February. GMB also sought member feedback on the licence to inform its position ahead GMB’s proposal for a further meeting on 4th/5th March to also include pay talks.
On Wednesday 25th in response to GMB questions, Mitie sent an updated door supervisor ‘proposal’, contradicting the original and raising even more concerns and confusion.
Mitie also shared a proposed communication on the door supervisor licence issue which leaves out key information and implies that GMB received a door supervisor ‘proposal’ months ago, not weeks ago.
It also leaves out details of their ‘proposal’, ignores the outstanding questions raised by GMB, but it does include the threat from DWP.
In response to DWP’s threats we have asked Mitie to join us publicly in pushing back against this pressure so that meaningful negotiations can continue.
Mitie have now asked to shorten the meeting on the DS licencing issue on the 4th to 11-1.
GMB is always prepared to meet and engage in meaningful negotiations but at present key information is missing – we will again submit requests for clear answers ahead of the meeting.
For example, GMB has repeatedly advised members we are concerned about potential discrimination issues and have asked Mitie for a breakdown of the gender of all officers who hold a door supervisor licence, we are still awaiting this crucial piece of information.
Lastly, we want to ensure that the fairest possible outcome is achieved and that Mitie and DWP respect your collective agreement by ensuring that we can have meaningful negotiations that aren’t threatened, and that members have a say on any final proposed changes to your terms and conditions.
